Hussein Ali Rasheed, said Thursday that the attackers first fired mortar rounds at a nearby military base and bombed a communication tower to draw security forces’ attention away before intercepting the convoy.Rasheed says the ambush took place late Wednesday night near Sarha village. All the casualties were Shiite truck drivers from Baghdad and their helpers. Their bodies were found with gunshots to the head.Tuz Khormato is about 200 kilometers (125 miles) north of Baghdad.Attacks on civilians and government forces have escalated across Iraq recently. More than 3,000 people have been killed since April. Some unidentified militants hurled a powerful grenade at the premises of an educational institute in Imphal west district of Manipur but it failed to explode, official sources said on Wednesday. The militants lobbed the grenade at the complex of Little Mastern English School in interior Samurou village at around 9.30 pm on Wednesday night, they said.Police today defused the grenade, sources said, adding that this was the second time the militants hurled the grenade at the school after May last month. Earlier, after the May incident, school authorities had appealed to the people not to disturb the academic atmosphere in the school complex. Sources said police posts particularly in valley districts of Imphal east, Imphal west, Bishenpur and Thoubal have been frequently put on alert because of hurling of grenades and bombs at many places.Police posts have also been asked to step up patrolling and checking of passers-by to intercept the movement of the armed ultras within their jurisdiction, sources said.Unidentified militants hurled a powerful grenade at a fish farm in an interior village in Imphal West district of Manipur, the police said on Friday. The militants lobbed the grenade at the fish farm owned by Phijam Manitomba at Awang Wabagai area, about 25km north of Imphal, along the Imphal-Dimapur National Highway-2 on Thursday.Sources said police headquarters had alerted all security and police posts at outlying areas to step up patrolling and checking of passers-by within their jurisdiction in view of series of hurling of grenades and planting of bombs at roadsides by the militants. They said steps would be taken to deploy mobile forces at various outlying areas and random checking of passers-by would be launched to intercept the movement of the armed ultras. Two militants involved in extortion have been arrested during separate search operations in Manipur, police said today.Security forces of Red Shield division of army and commandos searched Moirang Khunou area in Bishenpur district yesterday following reports of movement of some ultras.During the operations, a militant identified as Mairembam Jugindro (47) of the banned Kangleipak Communist Party-Military Council (KCP-MC) was arrested.Jugindro told the interrogators that he was working under senior leader of KCP-MC, identified as Samananda Singh. In another search operation, a combined team of security forces and commandos arrested self-styled finance secretary of Imphal division of the banned People’s Liberation Army (PLA) identified as Nongthombam Amit Meitei (28) from Khurai area in Imphal East district yesterday. They said Meitei confessed to the interrogators that he was involved in extortion activities at Imphal-Dimapur-Guwahati bus parking and Imphal-Jiribam bus parking areas here, adding that he had collected Rs. 5 lakh last week from various shopkeepers in Imphal.Meitei also disclosed names of some PLA insurgents who were involved in planting bombs and attacks on security forces in the past weeks, sources said, adding that one 7.65 pistol along with three rounds of ammunition besides monetary demand letters were recovered from his possession. At a time when India’s national security is under scrutiny, defence minister AK Antony on Wednesday said the country will be forced to cut down on military spending in 2013-14 due to a bleak economic outlook. His statements were echoed by finance minister P Chidambaram. The announcement comes not long after the nation was outraged over the killing of two Indian soldiers. One of them was beheaded by Pakistani troops inside Indian territory along the Line of Control on January 8.Antony said the armed forces had been asked to prioritise their requirements against the backdrop of a cut in allocation for defence in the forthcoming budget. The minister, however, emphasised that the operational readiness of the armed forces would not be compromised. “We are in the process of prioritising military purchases. The service chiefs will take a call on what is critical for operational preparedness… We want more money, but we are not insulated from the global recession,” Antony said shortly after inaugurating Aero India 2013 ? India’s biggest aerospace show ? outside Bangalore.Chidambaram, who was speaking in Delhi, obliquely admitted that a cut in defence expenditure is likely in the forthcoming budget.“We must give more money for defence, but then we must have the money,” Chidambaram said. “So the R10,000 crore, which is reportedly being cut… you will know what is being cut only when the budget is presented… If it is cut for this year, it is cut; you cannot do anything about it. That money you cannot have. Can it be provided next year? We can, provided we can grow at a higher rate and we have more money.”This is the first time in recent years that the armed forces are facing such a financial crunch. Last year, the finance ministry turned down the military’s demand for an additional outlay of R45,000 crore over and above the defence outlay of R1.93 lakh crore for 2012-13. This was followed by the budget being cut by R10,000 crore.Antony had sought the additional R45,000 crore from the Centre in May 2012, factoring in “changed threat perception” ? an euphemism for the possibility of China and Pakistan ganging up against India. On Wednesday, too, he flagged concerns over Pakistan handing over the Gwadar port to China. The looming budget cut implies India’s defence spending will remain less than 2% of the GDP for the second straight year, at a time when experts are arguing that it should be more than 3%, seen against the backdrop of China’s rising military might.(With inputs from Delhi)A group of private organisers launching an initiative of ‘catch them young’ was stumped by a googly from Milkha Singh. The tradition at these events is the guest of honour delivering an inspirational speech on how such an endeavour would go on to change sport in the country. But Milkha had other ideas.“It is pleasing the organisers have planned a state championship that would culminate in a national event. But what after that? The children go back home. I want to ask, is there a follow up?” the “Flying Sikh” demanded in his booming voice catching everybody off guard. As the Sports Authority of India director general, Jiji Thomson, looked on with some discomfiture, Milkha cited China’s example to say that India needed coaches who could ‘get results’.“The standard of Indian sports is never going to improve if a coach continues to sit on his chair while the children toil on the field. You need to appoint coaches and tell them, ‘this is Milkha Singh’s record. You have four years to break it’.”It was all fine, but the track legend seemed to conveniently forget that he too had been in a perfect position to bring about such a change in the thinking and working of Indian sport. But Milkha has no record of training a single athlete to international stardom. Neither is he credited with any significant contribution during his long tenure as director of sports in the Punjab government.Thomson, whose organisation is often criticised as a white elephant, admitted that a lack of good coaches remained a problem. “UK produces 35,000 coaches a year out of which 80% work voluntarily, without pay. SAI takes 1,500 coaches annually, but 300 posts are currently vacant.”Education and sportsBut it was Milkha’s afternoon. When told that the Indian hockey team’s Dutch high performance director Roelant Oltmans wants players to learn English to help them communicate better, Milkha said: “China and Germany didn’t need the English language to achieve sporting success.”Under-19 World Cup winning captain Unmukt Chand emphasised on the importance of education for a sportsman, calling it a ‘priority’. The 20-year-old Delhi batsman is putting down his junior World Cup experiences in a book to be published by the year end.Legendary Indian athlete Milkha Singh burst into tears after grappler Sushil Kumar won the silver medal in 66kg freestyle wrestling competition at the London Olympics on Sunday.”I could not control my emotions. My eyes were moist and I burst into tears. I was really happy that this boy and other atheletes have made our nation proud,” the ‘Flying Sikh’ told PTI in Chandigarh.Congratulating Sushil, Milkha Singh said that he had fought well and deserved to win a gold, though he was unlucky not to get it in the end.”I was catching the action on TV. I was also following the news on news channels and could see Sushil’s mother praying. He has made everyone proud,” the 82-year-old said.”Sushil Kumar came quite close to winning gold, but it doesnt matter. He fought really hard,” he added.Singh also congratulated grappler Yogeshwar Dutt for winning a bronze and said he was happy that Indian won six medals this time.Milkha Singh’s son and ace golfer Jeev Milkha Singh, who is playing abroad currently, also congratulated Sushil Kumar and other medal winners for doing the nation proud with their performance.Milkha said India should not rest on the six medals won by the athletes and immediately should start preparing for the next Olympics.”I will first like to congratulate Sports Minister Ajay Maken and then suggest him that we should put our preparations on track right from today,” he said.”We should hire coaches on contract basis and continue with them depending on the results they produce,” he added.Merely for the number of Indians who have agonised for over half a century replaying a race again and again in their mind and hoping it would some day throw up a different result, Milkha Singh’s 400 metres final run at the Rome Olympics should rank among the greatest heartbreaks in global sporting history. However, ceaseless adulation for the man decades later is a tribute to the magnitude of effort by India’s greatest track athlete on that September day in the Italian capital, though he still missed out on becoming India’s first Olympic track medalist.India has in the last few years judged success purely in terms of medals, but looking into the past reveals how a more generous generation saluted Milkha as a pioneer.Milkha has and will win all arguments about who is India’s finest track athlete of all times. He remains the only Indian male to win an individual Commonwealth Games athletics gold ? he won the 400 yards at Cardiff in 1958. The win was made more special as unlike now, none of the top track and field names missed the Commonwealth Games then. And Milkha defeated favourite Malcolm Spence. The South African was also expected to win in Rome until a late injury, eventually snatching bronze from Milkha. But then the top four all broke the Olympic record with Otis Davis sealing victory with a world record. Fearless reputationDespite that shattering miss, “The Flying Sikh” was a feared contender in the late 1950s and early ‘60s, thanks to his punishing regimen that reflected his sheer will to win. In fact, in 1958, he won an award for being one of the fastest athletes in the world. His 200-400 double at the 1958 Tokyo Asiad alone was good enough to draw global attention. That he went on to defend his 400 title in the Jakarta Asian Games four years later was a tribute to his longevity as well. His national 400m record stood for 38 years, the Asian mark for 26 years. Many world class athletes followed him, the most prominent being the versatile Gurbhachan Singh Randhawa, who came fifth in the 110m hurdles final at the Tokyo Olympics.Sriram Singh too set an Asian record while finishing seventh in the 800m final at the 1976 Montreal Games. For sheer degree of difficulty, the 5,000-10,000 double by Hari Chand, India’s finest distance runner, at the 1978 Bangkok Asiad stands up there.Showing EmpathyHT spoke to the one person who can empathise best with Milkha – PT Usha. The former Asian track queen was winning every race distance from 100-400 in the continent when she went into the 400m hurdles final at the 1984 Los Angeles Olympics as a certain medal bet. But her Olympic medal dream too was dashed, as she missed a bronze by 1/100th of a second. Once she started speaking, Usha did not want to stop, showing what Milkha meant to her and those who followed in his footsteps. There was lot of emotion as Usha explained what Milkha’s achievements meant to successive generations, his victories as important as the circumstances in which he rose to prominence, having overcome the trauma of partition and the killing of his parents and then initial rejection by the army.Usha did travel that path, and her own story was no less inspiring for generations of young girls to take up sport. “It is said he used to be so exhausted after every training session, he used to vomit before leaving the ground. That used to be the case with me too, I know that feeling,” Usha added.Athlete Milkha Singh’s wife Nirmal Kaur is impressed by actor Farhan Akhtar, who plays the Flying Sikh in the upcoming film, Bhaag Milkha Bhaag. The movie is inspired by Milkha Singh, known for his brilliant running.Nirmal Kaur, the former captain of the national women’s volleyball team, is impressed by the way Akhtar changed his appearance for the character and went through rigorous physical training. Directed by Rakeysh Omprakash Mehra, the film also features Sonam Kapoor and is scheduled for a July 12 release. The police have booked proprietors of a rice mill and two officials of Punsup, a procurement agency of the Punjab government, for embezzlement of paddy worth R3.45 crore. As per information, Punsup had facilitated 60,252 bags, weighing 21,089 quintal and worth R3.45 crore, for milling to Ganpati Traders at Jeewa Arai village in Guru Har Sahai, a sub-division of Ferozepur.During recent physical verification of the rice mill by Punsup officials, the rice was found missing. When contacted, Varinder Pal Singh, SSP, Ferozepur, acknowledged that a report in this regard was received from the Punsup officials following which a case under Sections 406, 409 and 120-B, besides Section 7 of the Essential Commodities Act had been registered against Sandeep Narula, proprietor of the mill, Satnam Singh, Punsup inspector and Sanjeev Kumar, overall supervisor Guru Har Sahai. It was not the only case of paddy/wheat embezzlement unearthed in the district as Pungrain, a government procurement agency, in 2011-12 had given 2.68 lakh paddy bags for milling to local Food Rice Mill, but 1.58 lakh bags were allegedly embezzled by the rice mill. Besides, 28,434 paddy bags of the total 1.48 lakh bags given by Punsup to the same rice mill were also found missing. Four people were booked in this regard.Earlier, 15,476 paddy bags worth R46.46 lakh were allegedly siphoned by Thind Agro at Loombriwala village, while in April, two separate cases were registered against Iqbal Singh, proprietor of Prem Kumar and Company, Malout, for his alleged involvement in siphoning wheat worth about R7 crore, belonging to Markfed. In another scam unearthed in March last year, paddy worth more than R10 crore was embezzled when owners of Ganpati Rice Mill, at Mudki village, Ferozepur, who were supposed to deliver rice in lieu of paddy stocked on their premises by Pungrain in 2009-2010 and 2010-2011, had allegedly embezzled paddy worth R5.52 crore. In a separate case, owners of local Jawala Rice Mill had also allegedly siphoned paddy worth R5.1 crore and did not deliver rice in lieu of paddy stocked on their premises in 2010-2011.In December 2010, district food and supply controller (DFSC) besides seven food and supply officials along with mill owners at Ferozepur were booked for the alleged embezzlement of paddy worth R7 crore when 1.91 lakh paddy bags out of 2.03 lakh allotted to Noor Rice Mill, Kasubegu village, by Pungrain were found missing. It’s never fun to get a taste of your own medicine. That’s what I realised in the match against the Kings XI Punjab when David Miller capped off an amazing knock by dispatching me for a six to win the game for his team. In a way, I could emphatise with a lot of bowlers as I was left saying to myself ‘so that’s what it feels like to be on the receiving end of a hammering’. Tough and bitter as it was for me and my teammates to swallow that defeat, it was a very special innings from a player in very good form. It was almost like looking in a mirror to be honest, the way Miller kept taking his chances and the manner in which he was striking the ball. A painful lesson, but hey that’s cricket!Dangerous lotI’m well placed to know the dangers left-handers pose and after Miller, we were close to experiencing some more agony against the Delhi Daredevils the other night thanks to a couple of more southpaws in Irfan Pathan and Morne Morkel. Thankfully, we were able to pull through this time and come away with a crucial win which keeps us in the top four. Another tough game awaits us today against the Kolkata Knight Riders and considering our current trouble with left-handers, we will need to tackle Gautam Gambhir and Eoin Morgan with caution. With the ball, Sunil Narine is clearly our biggest threat and it will be important to adopt the same approach against him to the one we used in Bangalore. Much has been made of sharing so-called ‘secrets’ about your national team colleagues with your franchise team, especially with the rise of T20 leagues. No secretsBe it Narine or any other player, in this day and age with the use of video analysis and other technology as well as with the volume of cricket played, there are hardly any secrets. Of course, as we all are competitive cricketers trying to win, I don’t see any issues in sharing information about a familiar player if it can give your team a slender advantage. PMGThe writer is RCB openerAt the World Twenty20 in Sri Lanka, Indian Premier League millionaires will rub shoulders with struggling part-timers, illustrating the wealth gap opened up by cricket’s most contentious format. On one hand will be wealthy Twenty20 stars such as India’s Mahendra Singh Dhoni and Gautam Gambhir, and West Indian Chris Gayle, who have amassed considerable personal fortunes in the glitzy IPL.At the other end of the scale are part-time players from Ireland and the Netherlands, Zimbabwe and especially Afghanistan, whose captain Nawroz Mangal learned the game in a refugee camp.India’s first match, against Afghanistan in Colombo on Wednesday, raises the prospect of an idolised, multi-millionaire team sharing facilities with players who grew up using home-made bats and balls. It’s only nine years since 20-over cricket was first introduced in England, in a bid to attract more fans. The innovation was initially frowned upon by most countries, including the game’s economic powerhouse, India. But India’s unexpected victory in the inaugural World Twenty20 in South Africa in 2007 ushered in a sea-change that saw the launch of the flashy IPL a year later. The IPL, where the world’s top players turn out for franchises owned by rich businessmen and Bollywood actors, transformed Twenty20 cricket into a widely watched, and lucrative, spectacle.Leading players have cashed in — but the runaway success of the IPL and copy-cat Twenty20 leagues has also raised fears over the primacy of international cricket, especially the five-day Test matches.Unlike football, where FIFA designates international breaks to allow players to take leave of their clubs and represent their countries, cricketers are faced with a dilemma.Indian stars such as Sachin Tendulkar and Dhoni are spared the choice since the Board of Control for Cricket in India (BCCI) does not schedule internationals during the IPL.But players from other countries, such as out-of-favour England batsman Kevin Pietersen, man of the tournament at the last World Twenty20, do not have the same luxury.Pietersen had problems with the England cricket board when he tried to bargain to be allowed to play a full IPL season instead of returning home early for international duties.”I think it’s fair to say that his issues over being available for the entire IPL have changed his attitude,” said coach Andy Flower of Pietersen, who is out of the England squad after repeated run-ins with management.Explosive opener Chris Gayle missed an entire year for the West Indies due to a conflict with his home board, but continued to rake in millions from the IPL and similar leagues. Some boards such as New Zealand, Sri Lanka and the West Indies, unable to pay their players top dollar, have tried to restrict international commitments during the IPL.The International Cricket Council argues that if it provided a window for the IPL, it would have to accommodate other domestic leagues as well. For elite cricketers such as India’s Gambhir, there’s no question that international competition comes first. The opener justified his $2.4 million a year price tag for the Kolkata Knight Riders by leading the franchise to its maiden IPL title this season. But the left-hander’s most cherished memories remain his two major triumphs for India: the 2007 World Twenty20 and the 50-over World Cup in 2011.”Playing and doing well for your country is the ultimate high,” said Gambhir. “It will be hard to think of anything bigger than the world cup wins.”Gambhir said he was unconcerned that while his IPL winning team earned $2 million for its efforts, the World Twenty20 champions in Sri Lanka will get half that amount.”You can earn all the money you want, but the thrill and passion of winning for India can never be replicated,” he said.Club loyalties will also take a back seat during the 12-team, three-week tournament, which starts in Colombo on Tuesday.Sri Lanka captain Mahela Jayawardene, who plays for the IPL’s Delhi Daredevils with India’s Virender Sehwag, said competition will be intense if they meet in the World Twenty20.”One does not think of the IPL when playing for the country and I am sure Viru (Sehwag) also feels the same way,” said Jaywardene.”A nation v nation contest is on a different level altogether.”Millions of school children, mostly the poorest of the poor, in Bihar were not served their mid-day meal Thursday as 300,000 school teachers began a boycott of the scheme.Ignoring the state government’s appeal to continue their participation in the mid-day meal scheme, teachers began their boycott Thursday.Ten days after the death of 23 children from eating a contaminated mid-day meal in Saran district, teachers are in no mood to assist the government in running the scheme.Bihar State Primary Teachers’ Association president Barajnandan Sharma said the teachers have boycotted the scheme.”With teachers staying away from the preparation and distribution of the mid-day meal, hundreds of thousands of children did not get it,” he said.Bihar mid-day meal director R Lakshamanan admitted that due to the teachers’ boycott, millions of children will return from school without having food.”We had appealed to the teachers to cooperate in running this scheme,” Lakshamanan told IANS.In view of teachers demand to hand over the scheme to NGOs or some other agency, Akshay Patra, a charitable organization, had been invited to take it over in Patna and Muzaffarpur districts.Soon after association announced its boycott of the scheme, Bihar education minister PK Shahi said it was difficult to arrange for an agency to run the scheme in 72,000 schools across the state. “The government does not have the resources to hire an agency for the huge task of serving mid day meals to 1.60 crore students,” Shahi said.Last Saturday, a forensic science laboratory report confirmed the presence of toxic insecticide strains in the cooking oil used for making food at the school where the children died. The poisonous substance, organophosphorus, in oil samples collected from school was more than five times the commercial preparation available in the market, police said.Organophosphorus compounds are degradable organic compounds containing carbon-phosphorus bonds used primarily in pest control.Romance fiction series Mills andBoon is now foraying into regional languages like Hindi, Malayalam, Marathi and Tamil.”Harlequin Enterprises Bangalore Development Authority (BDA) is already progressing on the flyovers along the ORR, and some of them are complete and are ready for use. BMTC is waiting for the BDA to complete these flyovers.

Recently while walking with a friend in Bandra, I did something I have not done in years: I picked up a second-hand book. Over the last few years I have cut down heavily on buying books at second-hand bookshops. I think it all began when I moved to Mumbai. I can say this with a certain amount of certainty because most of my books are second-hand versions and every time I look at them I cannot recognise any one that I picked up in Mumbai.

Pelling, at 6,800 feet is remote. Even now, it is just one street with single storey homes and just a few hotels coming up. Pelling draws people today because it stands face to face with the patron Goddess of Sikkim – Mount Kanchen-gjunga. Perhaps, in the past, that would have propelled the king to build a summer palace here. Today, the palace is a heritage hotel with a frontal view of the high Himalayan range.
